It measures cost efficiency of clicks, not conversions — a low CPC with a poor conversion rate can still cost more per sale than a higher CPC that converts well. Pair it with conversion rate and CPA for the full picture.

CPC (cost per click) is the average amount you pay each time someone clicks your ad — CPC = Cost ÷ Clicks. It's a bidding and spend metric, not a success metric on its own: a low CPC that brings in visitors who never convert can cost you more per sale than a higher CPC that converts well.
Use "Solve for cost" to estimate what a target click volume will cost at a known CPC, or "Solve for clicks" to estimate how many clicks a fixed budget will buy.
